Crime Policy isn't working

Do you think the Government's crime policy has come a little unstuck? Or perhaps it never worked in the first place. Either way, you'd have thought they would think something was up from this example alone...
“A 43 year old woman in Northern Ireland is serving her 31st prison sentence.”
Thirty one prison sentences? Forty-three years old? What in the name of wasting court and police money and time is going on? At least it's just a one off I suppose...
“The woman, who is currently imprisoned at Hydebank Wood on an assault charge, is Northern Ireland's fourth most 'prolific' prisoner.”
The FOURTH most prolific prisoner? You mean there are three more people in Northern Ireland alone with more sentences than this 43 year old woman? It turns out that there are 27 current inmates in Northern Ireland who are making a career out of being sent down after being in and out of prison 20 times or more. Still, they might learn their lesson next time...
