Ministerial responsibilities - at long last

.... but why has it taken so long?

The Department for Business, Enterprise and Regulatory Reform have just finally announced (here) the responsibilities of their new Ministers, some ten days after they were originally appointed. I don't know how the rest of you operate, but when a new person joins our team, they usually know what they will be doing in advance of their arrival - and we have made some effort to ensure that they are suitably qualified. On both counts, the Ministerial appointments seem to defy business sense.
